IHBC responds to supporting defence infrastructure and the future of time-limited permitted development rights
In November 2021, the Institute of Historic Building Conservation (IHBC) submitted its response to the dual consultation on supporting defence infrastructure through new permitted development rights (PDRs) and on the future of time limited PDRs for temporary structures previously introduced as a temporary measure.
In its response to the consultation, the IHBC wrote, ‘the IHBC wanted to ensure that the impact of both sets of proposals on the setting of historic assets is properly considered and managed. Large temporary structures covering 50% of existing building size on visitor sites could have a significant impact if retained as proposed for 56 days a year’.
The response noted as follows on the proposals for permitted development on defence sites, ‘Whilst it is set out that the permitted development rights will not apply to land which is or forms part of a site of special scientific interest, to listed buildings and their curtilage, Scheduled Monuments, or to Article 2(3) land….. IHBC still has a concern relating to the need for consideration of both the immediate setting of listed buildings and historic complexes beyond their curtilage and their broader landscape or urban setting’.
